环境设施邻避效应发生机理——基于杭州余杭事件的分析

The Mechanism of NIMBY in Environmental Facilities——A Survey on Yuhang Event in Hangzhou

邻避现象是环境治理领域研究的热点问题,而对于邻避效应的发生机理还少有研究。基于现有文献,利益感知、信任感知、风险感知和公众参与都会以不同的形式影响当地居民对邻避设施的接受态度。选取杭州市九峰垃圾焚烧厂事件作为典型案例,基于对330名当地居民的调研数据,使用SPSS和AMOS软件,运用结构方程模型(SEM)分析垃圾焚烧厂邻避效应的发生机理。结果表明,利益感知、信任感知对接受态度有显著正向影响;风险感知对接受态度有显著负向影响;公众参与对信任感知有显著正向影响;信任感知对利益感知有显著正向影响;风险感知对信任感知有显著负向影响;利益感知对接受态度的直接影响效应最大;信任感知对接受态度的总体影响效应最大。此外,还结合研究结论为政府处理此类事件提供了决策依据。

The NIMBY phenomenon is a hot issue in the field of environmental governance,and the mechanism of theadjacent avoidance effect is seldom studied. Based on the existing literature,benefit perception,trust perception,riskperception and public participation will affect local residents＇ attitudes towards the neighboring facilities in different forms.Selection of Hangzhou City Jiufeng waste incineration plants as a typical case,based on survey data of 330 local residentsusing SPSS and Amos software,analysis of garbage incineration plant adjacent to avoid the effect of mechanism by usingstructural equation model（SEM）. The results show that perceived benefits, perceived trust of accepting attitude hassignificant positive effect; perceived risk of accepting attitude has significant negative influence; public participation has asignificant positive effect on perceived trust; trust perception on the perceived benefits have significant positive effect;perceived risk of perceived trust has significantly negative effect; perceived benefit greatest on the attitudes of the directeffect; perceived trust to accept the general attitude of the effect of maximum. The research conclusions provide thedecision-making basis for the government to deal with such incidents.
