On the Construction and Development of Modern Agriculture

作为重中之重的现代农业建设是最终解决中国"三农"问题的唯一出路。所以,不能用扶贫的重要性遮盖建设现代农业的重要性,各地必须尽快制定符合本地特点的建设现代农业的规划。在"十三五"时期,各地在建设现代农业方面要有一个较大的起步。当前必须大力发展农业高等智能教育,为中国实现农业现代化培养足够多的智能型新型农民。

The modern agriculture construction is the only way to solve the problem of ＂agriculture, countryside andfarmers＂ in China. Therefore, the importance of the construction of modern agriculture can not be covered by theimportance of poverty alleviation. Local goveronments must formulate modern agriculture construction plan according tolocal characteristics. In the 13 th Five Year plan period,the construction of modern agriculture should make a largeprogress. At present,it is necessary to develop agricultural higher intelligence education,and to train enough intelligentnew farmers to realize agricultural modernization in China.
