创建世界水谷是符合国家科技发展的战略选择,也是突显水利类大学发展的重要举措。水问题的形成具有复杂性,解决的关键在于协同,有赖于社会大环境中的文化氛围。以协同创新为宗旨的水谷文化内涵,将以谷城一体为载体,建设由水谷、水城、水都融合而成的综合体,成为水教育、水科技、水产业、水人文特色鲜明的生态空间;水谷文化内涵的核心是弘扬水文化精神,追求水资源利用的新思维,完善教育科研制度,建立持续创新的科研组织模式,健全寓教于研的创新人才培养模式,优化以学科交叉融合为导向的资源配置方式,利用教育资源形成合作型契约安排;水谷作为一种文化符号,以水为核心元素,集聚研发、教育、资本、产业部门,将有利于形成开放性水科技文化创新中心,并通过组织创新奠定水谷的制度性基础。水谷文化不仅体现了水文化的世界观、思维方式、审美意识,也体现了水文化在新业态下的生态观、价值观、发展观转向。水谷文化内涵研究将为世界水谷建设提供文化支持。

The construction of the World Water Valley not only conforms to the national strategy of science and technology development, but also highlights the development of universities featuring water conservancy. The key to the solution of complicated water problems lies in collaboration, which relies on cultural atmosphere of the social environment. The water valley culture, with collaborative innovation as its purpose, will take the integration of valleys and cities as the carrier to constitute a distinctive ecological space, a complex focusing on education, science and technology, industry and humanity of water. The core of the water valley cultural connation is the promotion of water culture spirits, the pursuit of new approaches to water utilization, the improvement of education and scientific research systems, the establishment of continuously innovative organization modes of scientific research, the development of the innovative talents training systems focusing on research, the optimization of the interdisciplinary resource allocation modes and the utilization of educational resources to form cooperative contract arrangements. Water valley, as a cultural symbol, takes water as its core element and integrates sectors of research, development, education, capital and industry.
