In the period of the new Salt Law＇s draft, adoption, publish, preparation of implementation, the stakeholders gamed influentially in the social opinion field. This paper researches the new Salt Law in the social opinion field, seeking the series of activities carried out by the old salt merchant group in the game , presenting their misleading and obstruction towards the reform of new Salt Law and thus reveals the deep connection between the activities and the law. This w ill leave some hint to the government to overcome the obstruction from the stakeholder towards a reform.
