我国社会工作伦理本土化的思考-基于香港、大陆两地的比较

Thinking of Social Work Ethics' Localization in China——Based on the Comparison Between Hongkong and the Mainland

社会工作伦理是社会工作依据其哲学信念和价值取向发展而成的一套伦理实施原则,是社会工作者用来表明专业特性并指导其行为的一组道德准则,是规范与引导助人活动的重要依据。基于对香港的《社会工作者工作守则》和大陆的《社会工作者职业道德指引》这两套社会工作伦理在制定过程和文本内容上的差异对比,笔者提出要立足本土、借鉴经验,加强社会工作伦理教育,与实务工作接轨的三点思考,以使其能够切实引导社会工作者正确践行专业价值理念、规范专业服务行为、履行专业服务职责。

According to philosophical belief and value orientation,social work ethics are a set of ethical principles that used by social workers to show professional characteristics and to guide their behavior. Based on the comparison of 'Code of Practice for Registered Social Workers'from Hong Kong and 'Guidelines on professional ethics for social workers'from the mainland,this article puts forward some thinking that we should base on local status and draw lessons from experiences,strengthen social work ethic education and be in line with practical social work. Then we can guide social workers to practice the professional value, regulate professional service behavior and perform professional service duties.
