生态环境协同治理中公民生态意识的培育

The Cultivation of Citizens' Ecological Consciousness in the Cooperative Management of Ecological Environment

生态环境问题纷繁复杂,既要考虑系统性和整体性,又要考虑复杂性和局部性,必须由多个主体共同参与,各负其责,形成合力。协同思想为中国生态环境综合治理提供了一条新的思路。公民在生态环境协同治理中占据特殊的主体地位,公民的生态意识水平直接关系到中国生态环境治理的成败、经济社会的和谐与可持续发展。因此,必须在实现生态环境善治目标的指引下,把生态意识融入到公民生态意识培育体系构建中,借鉴发达国家先进生态教育经验,拓宽公民生态意识培育视野;转变公民原有生态观念,提升公民生态意识教育水平;增强政府正面引导推动,培育公民参与生态实践能力;更新政府生态治理理念,推进生态相关制度全面建设。

The problem of ecological environment is complicated. Both the system and the integrity should be considered,and the complexity and locality should be considered as well. The necessary participation by a number of the main duties is greatly needed to form a joint force. Synergetic theory provides a new way to comprehensive management of ecological environment in our country. Citizens occupy a special position in the ecological environment collaborative governance. The citizens＇ ecological consciousness level is directly related to the success or failure of our country ＇s ecological environment governance,economic and social harmony and sustainable development. Under the guidance of ecological environment,the goal of good governance must be realized. The ecological consciousness is integrated into the construction of the cultivation system of the citizens＇ ecological consciousness. We must draw lessons from the experience of advanced ecological education in developed countries to broaden the vision of the cultivation of citizens＇ ecological consciousness,to transform the original ecological concept of citizens to enhance the education level of citizens＇ ecological consciousness,to strengthen the government＇s positive guidance to promote the cultivation of citizens to participate in ecological practice capacity,to update the concept of government ecological governance and to promote the comprehensive construction of the ecological system.
