“一带一路”背景下西北地区畜牧产业扶贫战略研究

Research on Livestock Industrial Poverty Alleviation Strategies in Western China under the Background of "One Belt and One Road"

西北地区扶贫工作的成效攸关中国全面建成小康社会的步伐和质量。本文基于"一带一路"战略背景,通过回顾和总结西北地区畜牧业发展水平,在分析畜牧业产业扶贫现状、问题、趋势与机遇基础上,研究和探索西北地区畜牧业产业扶贫战略。文章认为,在战略思想上,西北地区畜牧业产业扶贫要与"一带一路"战略协同推进、注重"一带一路"沿线国家扶贫经验的互学互鉴;在战略路径上,西北地区依托畜牧业产业扶贫,需要挖掘畜牧产业发展潜在比较优势,借力打造和提升跨国、跨地区畜牧产业链,实现产业技术核心化、畜产品品质化和品牌化,构建"一带一路"沿线国家共同参与的畜牧业产业发展体系。

The effectiveness of poverty reduction efforts in Northwest China built the pace and quality of the overall well-off society. Based on ＂ One Belt and One Road＂ strategic context,by reviewing and summarizing the level of livestock development in Northwest China,and analyzing the status of animal industry,issues,trends and opportunities of poverty alleviation,this article studies and explores the strategies of the Northwest poverty reduction. The author thinks strategically that animal husbandry industry to poverty alleviation and the ＂ One Belt and One Road＂ strategy should have the same pace,which should focus on the mutual learning from the experiences for poverty alleviation in the countries along ＂ One Belt and One Road＂. In the strategic path,it is comparative advantageous for Northwest poverty areas to rely on animal husbandry industry as the potential development,and upgrade transnational,trans-regional livestock industry chain,realize the core technology of industrialization,improve the quality of livestock products and brand building,and build the developing system involving all the countries of ＂ One Belt and One Road＂.
