阐述了煤炭行业与非煤行业技术双向转移的内涵及要素,分析了制约我国煤炭行业与非煤行业技术双向转移的因素、基本特点,并对煤炭行业与非煤行业技术双向转移的不同模式进行了比较分析,提出了做好技术双向转移的顶层设计与统筹规划、建立技术双向转移对接管理服务平台、加快技术双向转移机制改革、加大技术双向转移引导与扶持、发挥地方政府在技术双向转移中的作用的建议。

On the basis of expounding the connotation and elements of coal and non-coal industry bidirectional technology transfer,the article analyzes the factors and the basic characteristics which restrict our country bidirectional technology transfer of coal and non- coal industry,and conducts comparative analysis among different modes of technology transfer;then proposes relevant conclusions and suggestions of achieving the top- level design and overall planning of bidirectional technology transfer,establishing the management service platform of bidirectional technology transfer exchange,speeding up the system reform of bidirectional technology transfer,increasing the guidance and support of bidirectional technology transfer,as well as giving full play to the government role in bidirectional technology transfer.
