基于移动警务卡口系统的新型交通管理模式探索

为有效提高道路交通管理效率，充分发挥设备自动监控与民警现场执法两种手段的优势，本文尝试利用移动警务卡口系统探索一种“设备预判＋人工查处”的新型执法模式。新模式的应用将减轻一线民警压力、提高交警现场执勤执法有效率，加大对隐蔽性较强的违法行为及不文明行为的打击和教育力度，创建良好的道路交通秩序，同时，有效补充智能道路交通管理体系，提升道路交通管理水平。

In order to take full advantage of the two means of law enforcement, which are the automatic equipment monitoring and on-the-scene police law enforcement, and to improve effectively the efficiency of road traffic management, a new law enforcement model of＂equipment prejudgment ＋ manual handling＂ has been explored with the mobile police video checkpoint monitoring system. The new model will be applied to help relieve pressures on the front-line policemen, improve the effectiveness of police service or law enforcement on the scene, strengthen the efforts to crackdown on high-concealment illegal acts and raise more public awareness against uncivilized behaviors for better road traffic order creation. Meanwhile, it can effectively supplement the intelligent road traffic management system, increase the road traffic management level.
