摘要
采用成都市县级面板数据,实证研究财政分权、统筹城乡对成都基本公共服务供给规模的影响。研究发现:中央提出建立健全基本公共体系战略目标和成都市统筹城乡综合配套改革实践能显著促进地方政府公共服务供给。但是财权与事权不匹配、重视经济绩效的政绩考核模式削弱了二者对公共服务供给的积极影响。成都各县级政府增加公共服务供给主要凭借上级政府转移支付(外部激励)和单位供给的规模效应(内部激励),而不是本级可支配财政资金;处于第二、三群圈层的县级政府更偏好增加公共服务供给。因此,成都市县级政府现有的公共服务供给规模是政绩考核压力、寻求上级政府转移支付和规模效应的动力、统筹城乡一体化与推进公共服务能力共同作用的结果。
On basis of county-level panel data of Chengdu, this paper seeks to study on the effects of fiscal decentralization and urban-rural integration on the supply scale of Chengdu~ basic public services. Results show that, the strategic goal of establishing and improving the basic public system set by central government, in combination with a comprehensive reform of urban-rnral integration in Chengdu evidently enhance the public services supply of local government. However, imbalance between financial and administrative power, and overemphasis on aspect of economic performance in performance evaluation model, weakens the positive impacts of the twos on the public services supply. To raise supply of public services, Chengdu county-level governments mainly depend on transfer payments from higher-level government ( external incentive) and scale effect of unit supply (internal incentive), rather than on disposable funds available for county-level governments; County- level governments in the second- and third-tier are more likely to increase public services supply. Therefore, present supply scale of public services in operation at county-level governments results from the pressure of performance evaluation, incen- tive to pursue transfer payment and scale effect from higher-level government , and the capacity of urban-rural integration to improve public services.
