供给侧结构性改革的核心要义与地方政府实践探索——以浙江为例

The Core Essence of the Structural Reform of Supply Side and the Practical Exploration of Local Government— A Case in Zhejiang Province

供给侧结构性改革开启了经济新常态下我国经济转型升级的新思路。作为适应和引领新常态的经济治理方略,供给侧结构性改革的本质是强调向市场有效提供生产要素供给和制度供给,其中地方政府的制度供给要坚持精准发力原则,这决定着生产要素供给能否实现高质量、高效益,能否满足和引领市场需求。这是实现经济增长动力转换的长期发展战略,由此才能正确处理好经济发展内生机制与经济治理政策工具的内在逻辑关系,从而培育高效的社会主义市场经济运行机制,全面提升经济领域治理能力现代化。浙江省"十二五"时期一系列经济转型升级组合拳的具体做法形成了有效供给的"四大格局",即通过"浙商回归"重塑主体格局、"七大万亿产业"优化产业格局、"一体两翼"规划空间格局和"创新载体"构建平台格局,抓住了供给侧结构性改革的核心要义,为地方政府推进供给侧结构性改革提供了若干参考。

The structural reform of supply side opened new ideas of the China＇s economic transformation and upgrading underthe new normal economy, which enriched the theory content of political economy with Chinese characteristics, and highlightedtheoretical essence for advancing with the times of Marxist Political Economics. As the strategy for economic governance toadapt and lead the new normal, the essence of the structural reform of the supply side is to emphasize the supply of productionfactors and institutional supply to the market. The system supply is more prominent in the reform of comprehensive deepeningto precision force, which determines the supply of production factors can achieve high quality, high efficient, can meet andlead the market demand. This is the way to achieve economic growth dynamic conversion of long-term development strategy,to handle the logic relationship between the internal mechanism of the economic development and policy tools of economic gov-ernance correctly, to cultivate the running mechanism of socialist market economy, and to enhance the capacity of modern gov-ernance in the economic field. The series of specific practices for economic transformation and upgrading under＂12th Five-Year＂in Zhejiang province formed the four pattern of the effective supply, that is, reshaping the body structure through the＂Zhejiang businessmen returning＂, optimizing the industrial structure through the＂seven trillion industry＂, patterning of spa-tial planning through the＂one body two wings＂, constructing platform pattern through＂innovation vector＂, which captured theessence of the structural reform of supply side, and provided several reference for local government to promote the reforms.
