Problem and Countermeasure Research of State-owned Enterprises Reform under the New Form

新形态下,国企面临着总需求下降、总需求结构发生变化、企业运行效率低、资源型企业的资源面临枯竭等供给侧问题,以及国有企业的利益分配问题。国企改革既要往有利于增添发展新动力方向前进,也要往有利于维护社会公平正义方向前进,注重从体制机制创新上推进供给侧结构性改革。关于供给侧方面:建立大数据平台检测供求信息;去产能,调结构;规范用人机制,用贤才,去庸才;建立科学的组织构架和体制制度,提升管理水平。关于改进利益分配方面,针对垄断国企可以通过科学合理制定薪资制度和国有企业红利分配政策、科学评估企业投资与撤资中国有资产价格、科学合理调控垄断企业产品价格等方面进行规范。

Under the new form, state-owned enterprises have faced the supply side problems in terms of falling and changing aggregate demand, low operation efficiency and exhausted resources for resource-based enterprises, and profit distribution problems. The state-owned enterprises reform should not only be in favor of adding new power, but also promoting social equity and justice. It should pay attention to propel the supply side structural reform from the system and mechanism innovation. In order to solve the problems for supply side, the enterprises should establish a big data platform to detect supply and demand information; reduce the capacity, adjust the structure; regulate employment mechanism, choose talent and reduce mediocrity; establish a scientific organization structure and system and improve the management level. In order to solve the problem of profit distribution, in view of the monopoly, state-owned enterprises should formulate the scientific and reasonable salary system and dividend distribution policy, scientifically evaluate national asset prices of investment and divestment, and regulate and control monopoly price.
