公共物品有效供给的PPP模式研究

在提倡供给侧改革的今天,如何处理好政府和市场的关系,实现公共物品有效供给,提高公共服务共建能力和共享水平成为当下政府关注的焦点之一。公共基础设施建设和公用事业发展的PPP模式,对提高我国公共物品供给效率与效力具有非常重要的意义。考虑PPP模式的适用情景,政府有必要在PPP模式驱动设计方面综合考虑准入机制、奖惩机制、融资机制、价格机制、风险机制等多种因素,保证公共物品的供给效率和分配公平。

Under the background of reform of the supply side,how to deal with the relationship between government and the market,and to increase effective supply of public goods and sharing the public service has become one of the focus of government＇s attention. The PPP model of public infrastructure construction and the development of public utility is an important and effective way. Given the application of PPP model,government should consider the problems,such as the access,the incentive and financing mechanism,the pricing and risk mechanism of the PPP model in order to ensure the efficiency and fair distribution of public goods supply.
