The local government is the authority that established and has directed the new colleges.This role, as well as its responsibilities, determines its dominating position in the development of such colleges. Development of regional new undergraduate colleges is thus impossible without the support of the local government. However, with the rapid development of the colleges, there have been problems between the two sides. Therefore, it is necessary to clarity the relations between and responsibilities of the two for promoting the development of the local new undergraduate colleges.
