摘要
目的评价餐饮服务量化分级管理制度的实施对洛阳市学校食堂的管理效果。方法在2013年对洛阳市的90所学校食堂进行餐饮服务量化分级评估、服务许可量化评分、卫生及卫生管理量化评估;并按其结果对食堂实施餐饮服务食品安全监督量化分级管理制度;在制度实施一年后的2014年对各食堂各指标再次评价,比较制度实施前后各评分的差异。结果该90所食堂的餐饮服务量化分级在2013年属A级、B级、C级和D级的分别是6所(6.67%)、48所(53.33%)、33所(36.67%)、3所(3.33%);2014年是13所(14.44%)、61所(67.78%)、15所(16.67%)和1所(1.11%);2014年指标整体优于2013年的(Wilcoxon秩和检验,Z=3.40,P<0.01)。2014年餐饮服务许可量化评分(79.32±6.43)高于2013年(71.60±7.16)(P<0.01);2014年卫生及卫生管理各项指标评分也比2013年均有提高(均P<0.05)。结论量化分级管理制度可整体提升学校食堂的食品安全状况,是实现长期学校食堂监管的有效措施。
Objective To evaluate the implementation efficacy of the food sanitary supervision on public notification system(PNS)in school cafeterias in Luoyang city. Methods Quantitative grading evaluation of food service and licensing of catering services,quantitative evaluation of health and hygiene management were made in 90 school cafeterias in Luoyang city,2013.According to the results,the food sanitary supervision on PNS was implemented.The evaluations of the index of the canteen were made again in those cafeterias in 2014 when the system implementation has been put to use for one year.The differences between before and after the implementation were analyzed. Results The distributions of Grade A,B,C and D based on quantitative grading evaluation of food service in the 90 school cafeterias in 2013 were 6(6.67%),48(53.33%),33(36.67%)and 3(3.33%)respectively;and they were 13(14.44%),61(67.78%),15(16.67%)and1(1.11%)in 2014.So the grading score in 2014 was higher than that in 2013(Wilcoxon rand test,Z value=3.40,Pvalue0.01).The quantitative score about licensing of catering services in 2014(79.32±6.43)was higher than that in 2013(71.60±7.16,P 0.01);All the qualified rates of health and hygiene management in 2014 improved compared with those in 2013(all Pvalues0.05). Conclusion The implementation of PNS can improve the overall food sanitary condition,and it is an effective way to achieve long-term supervision on catering trades.
