摘要
亟需对反恐法制进行反思并加以完善,其路径为:在《中华人民共和国反恐怖主义法》的统领下,以化解恐怖风险为理念来指引反恐法制的完善,以应对恐怖事件为重点建立健全反恐处置机制,以惩处恐怖行为为桥梁实现各法律文件之间的衔接。
While in the process of the improvement of legal system, the people should be guided by the Anti - terrorism Law of the P. R. C, thinking through the concept of risk, putting the event dimension as the key and punishing the behavior of terrorism as the bridge to connect different law systems.
