新农合重大疾病保障及大病保险政策实施效果分析——以泰州市某三级综合性医院为例

Analysis on implementation effect of catastrophic disease insurance and critical illness insurance policy in NRCMS——Take a third-grade hospital in Taizhou city

新型农村合作医疗大病保障及大病保险政策是对基本医疗保障的有益补充,一定程度上减轻了患者的医疗费用负担,但从泰州市两样本地区运行结果看,大病保险的受益人数及受益水平都明显低于重大疾病保障的受益人数及受益水平,总体上农民患大病的经济负担仍然较重。政府应从提高统筹层次及筹资水平、扩大重大疾病病种、提高三级医院大病保险补偿比例等方面来制定合理的保障措施,以减轻大病农民的经济负担。

Catastrophic disease insurance and critical illness insurance in New Rural Cooperative Medical Scheme （NRCMS） are useful complements to basic medical and health care. It alleviate the medical expenses burden of patients at a certain extent. However, the computation results shows that the benefit number and level of critical illness insurance are significantly lower than catastrophic disease insurance in the two sample regions of Taizhou. On the whole, the economic burden of farmers suffering from a serious illness is still heavy. In order to reduce the economic burden of farmers suffering from a serious illness, the government should formulate reasonable security measures such as enhance the overall level and funding level, increase the type of disease payment and improve the compensation ratio of catastrophic disease in third - grade hospital.
