基于专利商业化困境的政策分析

Policy Analysis Based on the Problems and Difficulties of Patent Commercialization

结合我国学者对专利商业化困境的研究,得出技术因素、市场因素、服务因素、制度因素是制约我国专利商业化的主要因素。将专利商业化政策工具分为供给侧和需求侧两大类,收集我国1994—2015年颁布的有关专利商业化的40份政策文本,根据专利商业化政策工具指标体系对40份政策进行定量分析,并提出完善我国专利商业化政策的相关建议。

Through relative literature review on patent commercialization problems and difficulties,it concluded that technology,market,service and system are the main factors of restricting patent commercialization in China. Patent commercialization policy tools can be divided into categories of supply- side and demand- side tools. Forty Chinese policy versions on patent commercialization issued from 1994 to 2015 were collected,and it quantitatively analyzed the contents of the forty policies according to the index system of patent commercialization policy tools. It came up with related policy suggestions to effectively improve the performance of patent commercialization.
