摘要
作为连接资源环境要素与社会经济发展之间的桥梁,资源环境承载力在土地利用规划中的作用,日益受到学术和行政的重视。在总结土地利用规划中资源环境承载力内涵的基础上,融合社会经济条件、资源条件、和环境条件,设计了基于空间尺度的资源环境承载力评价方法,并以泸州市为例进行了实践。研究发现泸州市的资源环境承载力具有以下分布特点:(1)在社会经济格局、资源格局和环境格局的共同影响下,呈现北高南低、西高东低的基本格局;(2)受交通线路和水系的影响,表现出带状分布特征;(3)受资源条件的限制,市中心建设用地开发的承载力不高。研究从理论和实践意义上证明了在土地利用规划中开展基于空间尺度量化式资源环境承载力评价必要性和合理性,为用地布局优化理论和建设用地精准布局实践的提供了有效支撑。
As the bridge between environmental resources and socioeconomic development, the role of resources and environment carrying capacity in land use planning has been paid more and more attention by academics and administration. On the basis of summarizing the connotation of resources and environment carrying capacity in land use plan,this paper proposed an evaluation method of resource environment carrying capacity basing on spatial scale with the integration conditions of social and economic, resource, and environmental. And it was applied to a case study in Luzhou city, Sichuan. The study found that the spatial distribution of resources and environment carrying capacity of Luzhou possessed the following characteristics: (1) Influenced by the pattern of social and economic, resources, and environmental, it was higher at the northern the western regions. (2) Influenced by the traffic line and water system, the higher value zone presented a strip form; (3) Limited by the conditions of resources, the carrying capacity of construction land development in downtown area was not high. From both of the theoretical and practical significance, it is proved that the evaluation of the recourses and environment carrying capacity is necessary and reasonable basing on spatial scale in land use planning. It also provided effective supports for the optimization theory of land use and the precise layout of construction land.
