引导地方新建本科院校向应用型高校整体转型发展，是国家实施高等教育教学综合改革的战略部署。针对目前新建本科院校科技水平普遍偏低，无法满足应用型高校教师专业发展、课堂教学、实践教学、毕业设计指导，也无法支撑校企合作育人、服务社会地方产业经济发展的基本要求。只有坚持开展应用性科技工作转型，加大科技投入力度，逐步实现科技观念、制度、管理和科技评价体系的转型，才能真正使应用性科技成果更好的适应应用型高校的整体要求。

Lead local newly built undergraduate course colleges and universities to applied, integral transformation and development in colleges and universities is the national higher education teaching comprehensive reform strategy.Aiming at the newly built undergraduate course colleges and universities of science and technology level is generally low, cannot satisfy applied college teachers＂ professional development, classroom teaching, practice teaching, graduation design instruction, also is unable to support cooperation between colleges and service the basic requirement of social economic development of the local industry. Only insist on work in applied science and technology transformation, increase investment in science and technology, gradually the concept of science and technology, system, management and evaluation system of the transformation of science and technology, can make the application of scientific and technological achievements better applied in colleges and universities to meet the demand of the whole.
