我国微博舆论风险社会因素、作用范围及化解机制

On the Social Factors,Function Scope and Resolving Mechanism for the Risk of the Micro-blog as Public Opinion in China

微博用户量在2013年下降后于2014年后回升。微博依然在公共事件中扮演重要角色。在2016年河北邢台洪灾事件中,微博处于信息传播链的最前端。本文从技术变革、生活方式变迁与价值冲突三个方面揭示了微博舆论风险的社会成因,并从国家、社会、个人三分法结构模型理解公共事件微博舆论风险效果。为了防范和化解风险,可以引入多元主体公共参与的具体操作,促进人们形成对国家和社会的全面认知,从而有利于增强凝聚力,也有利于政府和社会共同寻找化解社会矛盾的方案。

In the year 2013,the number of Micro-blog users declined,while in 2014 it got a rise.It is clear that Micro-blog still plays an important role in public events.In the flood events of 2016 in Xingtai,Hebei province,micro-blog is in the forefront of the chain of information dissemination.This paper reveals the social causes of the risk of micro-blog as public opinion from technological change,change of life style and value conflict.Besides,it discusses the risk effect of microblog as public opinion from the structure model of nation,society and individual.It is suggested to introduce multi-subject public participation model to promote comprehensive cognition of the state and the society,to find the solutions of social conflicts and eventually enhance the sense of cohesion.
