摘要
从创新驱动主体要素、创新驱动发展投入要素、创新驱动发展产出要素、创新驱动发展环境要素等4个方面构建创新驱动发展能力评价指标体系,运用灰色加权关联法评价全国31个省市的创新驱动发展能力,分析北京、陕西、江苏、浙江与江苏等5个创新型省市的创新驱动要素差异,最后分析陕西省创新驱动发展关键要素并提出政策启示。
Article establishes innovation - driven development capability evaluation index system from four aspects : innova- tion - driven main elements, innovation - driven environmental elements, innovation - driven input elements and innovation - driven output elements. Using weighted gray correlation method to evaluate innovation - driven development capacity of the domestic 31 provinces and cities, and then analyze the differences in Beijing, Jiangsu, Zhejiang, Shaanxi and Anhui province of the innovative elements of innovation - driven development. Finally analyze the key innovative elements of Shaanxi through integrated gray correlation and put forward revelations.
