政治系统理论视角下政府购买居家养老服务政策研究——以南京市为例

A Study on the Policy of the Government to Purchase the Home Care Service from the Perspective of Political System Theory——Taking Nanjing City as an Example

随着我国人口老龄化进程的加快,老年人口的养老保障问题日益突出。为此,南京市政府相继出台了《南京市社区居家养老服务实施办法》《南京市社区居家养老服务标准》等居家养老服务新政,通过政府购买居家养老服务引入市场化机制,提升养老服务资源的利用效率。基于政治系统理论,以南京市为例,对政府购买居家养老服务的决策过程进行分析、评价和反馈,提出进一步完善政策的可行建议,以期真正实现"老有所养"的政策目标。

With the speeding up of the process of population aging in China,the old-age security problem of the elderly population have become increasingly prominent,Nanjing city government promulgated regulations on the implementation of Nanjing city community service of aged care at home,the Nanjing city community home endowment service standards and other home care services deal,to introduce market mechanism,enhance the pension service resources utilization efficiency.Based on thepolitical system theory,taking Nanjing for example,this paper analyze the government purchase of home care services in the decision-making process and put forward suggestions to further improve the policy in order to realize the policy goal of providing for the elderly.
