摘要
大部制改革包括职能转变、机构改革、机制创新、制度构建等一系列要素,构建工作流程持续改进机制,应该在明确工作流程持续改进途径和步骤的基础上,设立工作流程持续改进组织,建立工作流程持续改进的激励机制。
The constituent elements of the super-department reform Including function transformation, organi- zation reform, mechanism innovation and institution construction. Construction of continuous improvement mecha- nism of work flow, should be based on identify way and step of continuous improvement of work flow, set up work process continuous improvement organization, establish incentive mechanism for continuous improvement of work flow.
