摘要
本文基于美国国家制造业创新网络计划,分析8个区域制造业创新中心建设进展,总结其在运行机制和推进措施等方面的经验,提出推进青岛市十大科技创新中心建设的五点启示:注重发挥政府的服务作用,注重中小企业培育和绩效评估,构建开放创新网络,制定技术路线图,推进产学研用深度合作。
According to the National Network for Manufacturing Innovation （NNMI） Program of the U.S., the paper analyzes the construction progress of eight regional manufacturing industry innovation centers, summarizes its experience in operation mechanism and push measures. And five Enlightenments are put forward to the construction of Qingdao top ten scientific and technological innovation center： paying attention to play a serving role of government, paying attention to the development of SMEs and performance evaluation, building an open innovation network, developing technology roadmap, and promoting the depth cooperation of industry university research.
