This paper analyzes the Japan Nomura Research Institute＇s present organizational management, personnel structure and sources of funding. From aspects of the object, projects management, quality management in the process of consult, external evaluation mechanisms and advisory influence, the paper deeply analyzes the consultation operating mechanism of NRI, and summaries four pieces of successful experience which are valuable reference for China＇s think-tank building.
