产品(商品)的优劣,取决于产品质量,质量保证与政府和企业的责任密切相关。质量和责任都是永恒的主题,该文从政府立法、引导、监管责任,企业的基本责任、各级人员以及直接或间接参与产品设计制造者的责任等方面,作了较深入的探讨,为质量归责提供了研究的依据。

The pros and cons of product（commodity）are depended on its quality,while the quality assurance is closely related to the responsibility of government and corporate.Thus,quality and responsibility are the eternal theme.In the paper,a thorough discuss is carried out from the following aspects：legislation,guidance and supervision responsibility of the government,basic responsibility of the corporate,personnel responsibility of staff at all levels as well as directly or indirectly involved in product design and manufacture,etc.The proposed work can serve research basis of quality liability.
