On the International Sanctions and Political Transformation of South Africa

关于南非政治转型的动因,已有研究大多聚焦于南非的国内因素,对国际社会长达半个多世纪制裁的作用关注不够。事实上,国际社会对南非种族主义政府的孤立和制裁是影响南非政治转型中力量对比的一个重要因素。在全球化环境下,各国的国内政治越来越引发国际社会的关注;国际力量也日益成为影响各国政治发展的重要因素。高强度的国际制裁不仅改变了南非的内在政治结构,也影响了南非政治行为主体的策略选择,从而成功地推动了南非的政治转型。

Concerning the reasons of political transformation of South Africa, the extant studies have mostly focused on domestic factors in South Africa with insufficient attention to the role of sanctions imposed by the international community for over a half century. In fact, the isolation and sanctions of the racist South African government by the international community are an important factor which has influenced political transformation of South Africa. In the context of globalization, domestic politics of various countries have raised more concern in the international community ; international power is also increasingly becoming an important factor affecting political development of countries. High-intensity international sanctions have not only changed the internal political structure of South Africa, but also affected the strategy choice of the political actors, thereby successfully promoting South Africa＇s political transformation.
