摘要
贵州省人才成长既存在着马太效应规律、时势造就规律、师承效应规律、实践成才规律、团队合作规律等普遍规律,又有其自身内部的特有规律:环境导向是人才成长的外部动力;持续培养是人才成长的必备条件;平台建设是人才成长的重要载体。在实践中更是面临师承效应的发挥受限、马太效应限制青年人的成长、最佳年龄规律的现实制约、人才待遇差距较大影响人才稳定、社会价值转变难以支撑人才成长、市场化对人才资源的配置相对滞后等问题,建议从"组织推动、政策制定、人才培养、人才引进、人才使用、营造环境、社会支持"等方面来完善其培育路径。
The growth of talents in Guizhou follows the universal laws such as the pattern of the Matthew Effect and the pattern regarding timing, educational origin, practice and teamwork. Meanwhile, there are some special pattern concerning environmental guidance, sustainable cultivation, platform construction, serf-motivation and bottleneck effect in development. In practice, there are such issues as the bruited function of educational origin, constraint from the Matthew Effect, practical restraint of the Best Age Rules and the underdevelopment of marketization. Some suggestions are made from such aspects as original promotion, policy making, talent cultivation, talent introduction, talent deployment, creation of atmosphere and social support.
