党的领导是打赢脱贫攻坚战的关键,脱贫攻坚战是检验党的领导效能的主战场。各级党组织首先要从讲政治的高度深刻认识打赢脱贫攻坚战对于全面建成小康社会,巩固党的执政基础,实现共同富裕的战略意义。其次要着力加强和改善党对扶贫开发工作的领导,充分发挥各级党委、基层党组织、党员干部、帮村单位党组织、驻村工作组的作用,将脱贫攻坚同党性教育、干部督查考核、新媒体、广大人民群众的首创精神以及服务民生结合起来。同时将纪律和作风建设摆放到更加显著的地位,严明扶贫工作纪律,强化对扶贫工作的检查与监督,从严管理扶贫干部,加大责任追究工作力度,为打赢扶贫攻坚战提供坚强的保证。

The leadership of the Party is the key to winning the battle against poverty. This battle is also a main battlefield to check the leadership efficiency of the Party. Firstly, Party organizations at all levels should fully understand the strategic meaning of winning the battle against poverty from a political level. This is of significant meaning for building moderately prosperous society, consolidating the governing base of the Party and realizing prosperity for all. Secondly, the leadership of the Party on poverty alleviation and development should be enhanced. It is necessary to fully utilize Party committees at all levels, grassroots Party organizations, Party members and cadres, Party organizations in units helping villages and work teams stationed at villages. The battle against poverty should be combined with the Party spirit education, supervision and inspection of cadres, new media, initiative of the mass and serving people＇s livelihood. In the meantime, discipline and style construction must be put onto a more significant height, reinforcing the inspection and supervision on poverty alleviation work with strict disciplines and working harder on responsibility investigation.
