摘要
为了形成在全球范围内人才竞争的比较优势,破解我国高层次人才匮乏难题,中央和地方各级政府相继实施了一系列的海外高层次人才引进计划,成效显著。但还存在一些问题,如"碎片化";短期性;重"选""用",轻"育""留";引才政策同质化;区域分布不合理等。在原因分析的基础上,文章提出人才计划优化整合的对策建议:加强顶层设计,推动人才队伍均衡发展;探索科学前沿,超前部署若干人才计划;响应国家战略需求,推进重大人才计划的实施;坚持需求导向,发挥市场在资源配置中的决定作用;宏观协调提升中西部地区、边疆地区引才能力;制定高层次人才引进后的后续支持计划。
A series of overseas high-level talent introduction plans, aiming to form a competitive advantage and to solve such problem as the shortage of high-level talents, have been implemented by both central and local governments and significant achievements have been made in such area. However, such issues incIuding the characteristic of fragmentization and short-term, mere emphasis on "selection" and "usage" while neglect on " cultivation" and "keeping", homogenization of policies and irrationality in regional allocation. Based on an analysis on the cause of the issues, this article puts forward the countermeasures including improving top-level design, exploring scientific outpost, promoting major plans for talent introduction, ensuring the role of market, improving the capacity of the central and west areas and making follow-up supporting plans.
