Problems and Countermeasures: Local Party Committeesin Promoting Community Governance Modernization in a Coordinated Way

推进实现社区治理现代化,关键在加强党的领导。当前,地方党委在统筹推进社区治理现代化中存在的突出问题包括:思想认识不到位,党组织活力不足,党员先锋意识淡化,组织体系不顺,制度机制缺位,工作负担过重,工资待遇偏低,人员素质不高,经费保障不足,场所建设滞后等。推进社区治理现代化,必须强化组织领导、工作机制、组织体系、队伍建设、宣传引导、投入保障等方面的统筹。

The key to promote community governance modernization is to strengthen the leadership of the Party. Salient deficiencies exist in local Party committees as for promoting community governance modernization, which include： not much importance is attached to the work; the party organizations lack vitality; the party members do not have high vanguard awareness; the organizational system is not smooth and the institutional mechanism is in default; the staff, with heavy workloads, are not well -paid, and their competence is yet to be improved; the fund is in short supply and the workplace construction lags behind, etc. To promote community governance modernization, it is imperative to strengthen the work in all aspects in a coordinated way, including the organization and leadership, work mechanism, organizational system, staff building, publicity work and fund support, etc.
