摘要
农村土地承包经营权融资属于创新农村多元投融资机制,是统筹城乡发展的关键。本文以成都市农村土地承包经营权抵押融资为研究对象,调研发现此业务试点效果不使,金融机构开展积极性较低,贷款过程存在多方面问题。笔者从相关利益者的角度出发,通过自然风险、市场风险、金融风险、政策风险,四个方面建立农村土地承包经营权抵押贷款风险指标体系,结合访谈和专家打分法对成都市土地承包经营权抵押贷款风险水平进行测度,通过指标权重计算风险,针对政府、金融机构、农户三方提出解决方案。
The rural land contractual management right financing is an innovation of rural multiple financing mechanism, and is the key to the coordinated urban and rural development. Taking mortgage financing of rural land contractual management right in Chengdu city as the research object, the paper carries out the investigation and finds that the pilot business has not got the ideal effect,financial institutions has low enthusiasm to carry out the business, and there also have existed many problems in the process of loans.From the angle of related stakeholders, the paper establishes an indicators system of risks of mortgage loan of rural land contractual management right from four risks including nature risk, market risk, financial risk and policy risk. Combined with the interviews and expertise, the paper measures the risk level of mortgage loan of rural land contractual management right in Chengdu city, calculates the risks according to the indicator weight, and puts forward solving scheme aimed at the government, financial institutions and rural households.
