目前,山东省垃圾处理体系建设在处理设施建设和规章制度制定方面取得了一定的成效,但仍存在管理机制滞后、设施运营不规范、人才匮乏、处理模式落后等问题,严重制约了山东省垃圾处理事业的发展。日本和德国垃圾处理体系建设走在了世界前列,在垃圾处理技术和处理原则上取得了一定的经验。山东省应借鉴日本和德国先进的垃圾处理经验,进一步采取创新管理体制、规范设施运营、强化人才建设、优化处理模式等措施。
