张家口市电力、钢铁、水泥行业“十二五”减排成效分析

"十二五"期间,为改善大气环境,张家口市以电力、钢铁和水泥行业的大气污染治理工作为着重点,采取了优化产业结构、推进环保设施改造及加重执法处罚力度等措施。根据环境统计数据和国家环保部减排核查确认结果计算,2015年二氧化硫、氮氧化物的排放总量较2011年分别下降了63.0%、61.1%,实现了大气污染物排放量的明显减少。建议张家口市从加强监管、强化治理、压减产能、降低煤耗等方面提出治理对策。

In order to improve the atmospheric environment, Zhangjiakou has made the atmosp-here control of the electric power, steel and cement industry a priority focus and adopted a series of measures, including optimizing industrial structures, promoting environmental protection facili-ties transformation, and intensifying law enforcement penalties during the period of ＂the Twelfth Five-year Plan＂. The environmental statistics data and emission reduction verification results by the environmental protection agency revealed that, compared with 2011, the emissions of sulphur dioxide and nitrogen oxides in 2015 dropped by 63.0% and 61.1% respectively. It showed that there is a significant decrease in the air pollution emissions. It put forward some countermeasures on some aspects such as strengthening supervision and management, reducing productivity and the coal consumption.
