摘要
随着城镇化建设的推进,民族地区农村学校发展日趋小规模化,而其教师队伍建设面临着老龄化现象严重、学科结构失衡、双语师资匮乏、培训机会较少、经济待遇偏低等突出问题。优秀的教师队伍是民族地区农村小规模学校发展的根本保障,可以通过市场与计划的有机结合,多渠道补充教师;班师比与师生比相结合,灵活教师编制配置;着力培养多科教师;大幅度提高教师待遇;完善教师教育及培训经费投入保障机制等措施加强师资队伍建设,从而促进小规模学校健康发展,为民族地区农村儿童提供公平的教育机会。
With the process of urbanization, rural schools in ethnic minority areas tend to grow into smaller scale,coupled with such problems of teachers team as the aging phenomenon,, unbalanced structure of disciplines, deficiency of bilingual teachers, lacking of training opportunities and lower income and so on. As outstanding teachers team is fundamental to ensure the development of rural small schools in ethnic minority areas, It is suggested that, through government planning and markets control, to expand teachers team with multi- channels., through careful adjustment of class-teacher and teacher-student rates, to increase public teachers' post, to cultivating teacher of multi-discipline, to raise teachers income massively, and to improve teacher education and safeguard mechanism for teacher training expenditure investment which will enhance the construction of rural teacher team for the healthy development of rural schools, ensuring equal educational opportunities for children in ethnic minority and rural areas.
