电子反向拍卖的使用在很大程度上是由经济中电子商务活动的普及程度决定的,互联网飞速发展对政府汽车租赁采购乃至全部政府采购项目都有极大的影响。在国内和国际上,电子反向拍卖是极为重要的政府采购方式,其法律规则内容也受到了广泛关注,在政府汽车租赁采购过程中,定向采购行为与随机抽选行为影响着电子反向拍卖的应用地位,我国关于政府汽车租赁采购过程中电子反向拍卖的法律规制需要从法律研究借鉴、提高地位、优先建制和丰富应用等几个方面进行改进,鼓励尽可能大地利用这一采购方式为政府采购带来利益。

Usage of present ERAS mostly depends on how Electronic Business prevails in our national overall economics, under the circumstances of Internet Rapid Development.This is of vital importance to government autos as well as the whole purchased program.EARS is a very significant way of PPP both nationally and internationally.Its legal rules arise widespread interest, whose status of purchase is needed to discuss.However, during the progress of PPP and lease, application status of EARS is influenced by directed purchase and random selection.There are problems of these ap-plied methods.EARS has already been an important aspect of modernized revolution of International PPP and lease.From the perspective of legal rules, it is a key point .Therefore, legal rules should be improved from many aspects such as legal study, status improvement, prior construction, and rich use.Government, as well, should be encouraged to use this way to gain benefits to the greatest extent.
