棚户区改造工作应在法制轨道上运行,2005年至今,中央层面和河南省地方先后出台了一系列棚改法规、规章和规范性文件。PPP模式的实质是政府购买服务,河南省L县棚改项目采用单一来源采购方式选定棚改服务提供商。适时进行棚改地方立法,是项目顺利推进的制度保障。
