"一带一路"语境中,海洋治安程序稳定至关重要。海上抢劫案件呈多发态势,其存在着目击证人短缺、犯罪现场区域广阔、犯罪现场位置难以准确认定、暴力程度恶劣、侦破难度大等五大特点。海警部队应做好调查走访、现场勘查工作,及时追缉堵截犯罪嫌疑人,强化证据意识,提升审讯能力和取证合法性,并构建与其他公安机关业务部门、涉海行政机关的协作机制,加强科技手段的运用和执法设备的保障,改善执法队伍素质和优化人员结构。

Under the background of ＂The Belt and Road＂,marine security and stability is very important. But sea pirate cases shows multiple situation,the existence of witnesses shortage,which is difficult to obtain the testimony of witnesses,the crime scene area is vast,position it is difficult to accurately identify,poor level of violence,to solve is in the great difficulty. Police forces should do well in site survey work,timely chase intercept suspect and strengthen the use of science and technology with law enforcement equipment security,improve forensics legitimacy,and construction other business department of the public security organ,the sea related administrative organs for cooperation mechanism,enhance their enforcement team quality and optimize the staff structure.
