欧盟RoHS指令对中国出口企业技术创新的影响

The impact of EU RoHS directives on the technological innovation of Chinese export enterprises

基于1999-2007年的中国工业企业数据和海关数据,研究了欧盟RoHS指令对中国出口企业技术创新的影响.采用欧盟RoHS指令的颁布与实施的虚拟变量,以及出口企业的TFP描述外国技术壁垒实施程度和企业技术创新程度;运用双向固定效应模型分析欧盟RoHS指令是否对中国出口企业的技术创新存在显著的促进效应.研究结果表明,欧盟RoHS指令的颁布和实施都对中国出口企业的技术创新有显著的正向效应,稳健性检验和反事实模拟进一步证实了这一结论.本研究对中国出口企业应对外国技术标准拓展了新的"技术"视角.

Based on the data of Chinese industrial enterprises in 1999-2007 and customs data,the impact of the EU RoHS directives on the technological innovation of China＇s export enterprises was studied.The dummy variabless of the EU ROHS directives of the promulgation and implementation and the TFP of export enterprises were used to measure The total factor productivity enterprise＇s technological innovation.The influence of EU ROHS directives on the export enterprise＇s technological innovation was studied by using a two-way fixed effects analysis model.The results show that the promulgation and implementation of the EU RoHS directives has a significant positive effect on the technological innovation of China＇s export enterprises.The robustness of the test and the anti-fact simulation further confirm this conclusion.The study of this paper provides a new perspective of ＂technology＂ for Chinese export enterprises to deal with foreign technical standards.
