《反恐怖主义法》视域下的航空反恐警务工作探究

On the Anti-Terrorism Police Work in Aviation Field from the Perspective of Anti Terrorism Law

"9·11"事件发生以来,恐怖主义对世界的威胁越来越猖獗,航空运输关系广大乘客以及航空从业人员的生命和财产安全;航空领域安全关系领空、领土和国家安全,预防民航机场、飞机、低空飞行物、地面设施、旅客免受恐怖袭击是航空反恐怖工作的重大责任。当前,暴力劫持航空器及恐怖袭击机场、利用低空飞行物或无人机开展对地面设施实现精准打击,航空恐怖主义更具有专业化与组织化特点,已成为新的暴恐袭击手段。通过梳理针对航空实施恐怖的犯罪特征,剖析国内外航空恐怖主义犯罪法律规制,进而提出反恐防控对策,以利于公安及其相关部门开展工作。

Since the 9.11 incident and terrorism to the worl d of the threat is more and more rampant,air transport of passengers and aviation personnel safety of life and property;aviation security relationship airspace,territorial and national security,preventing civil aviation airport,flying machine,low altitude flight,ground facilities,passengers against terrorist attacks is a major responsibility of airborne anti terrorist.At present,violence to hijack aircraft and the terrorist attack at the airport,the low altitude flying objects or drones to carry out of the ground facilities to achieve precision strike,aviation terrorism is more professional and organizational characteristics,has become a new fear of violent attacks.By combing the characteristics of the implementation of terrorist crimes against aviation,analysis of domestic and foreign aviation terrorism crime legal regulation,and then put forward countermeasures against terrorism,to guide the public security and related departments to carry out the work.
