农业职业培训、地方政府行为及其农民参与——基于苏南Y镇调研数据的实证研究

Agricultural Vocational Training,Local Government's Behavior,and Farmers' Participation——Empirical Study Based on Research Data of Y Town in South Jiangsu

基于苏南Y镇232个农户的样本调研数据,利用二元Logit模型,实证分析了农业培训、地方政府行为与农民参与的内在逻辑关系。描述性统计表明:农业培训参与率略高,培训效果理想,且政府在培训中发挥着积极的作用,但也存在政府行为不足造成的参与农业培训的制约。进一步的计量检验表明:培训内容、培训方式、培训师资等变量对农业培训的参与存在显著影响,这进一步印证了地方政府行为对农业培训参与存在影响这一假说。另外,年龄、培训经历、农业收入占家庭总收入比、周边地区创收机会、农产品市场价格等控制性变量也对农业培训的参与存在显著影响。

Based on the research data of Y town in South Jiangsu Province,this paper uses Logit model to analyze the relationship among agricultural vocational training,local government＇s behavior,and farmers＇ participation.Descriptive statistics indicates that agricultural training participation rate involved is slightly higher than other towns and the training effect is ideal.The government also plays a positive role in the training,but some factors of government behavior affect the farmers＇ participation negatively.Then the measurement test indicates that the participation of agricultural training is influenced by some variables,namely,the training content,training methods,and training teachers.This further confirms the hypothesis that local government behavior affects the participation of agricultural training.Besides,many other variables affect the farmers＇ participation behavior,such as age,trained experience,agricultural income proportion,revenue opportunities,and market price of agricultural products.
