改革开放以来,我国积累了丰富的公民道德建设经验,如注重适应社会发展要求与尊重公民价值诉求的有机统一、注重道德要求的广泛性与先进性的有机统一、注重道德内核的继承性与创新性的有机统一、注重道德教育与社会治理的有机统一、注重灌输教育与实际践行的有机统一等。在新的历史条件下,公民道德建设还迫切需要提高思想认识、创新建设实践、强化理论研究,进一步提升建设实效,有效引领社会思潮、凝聚社会共识。

Since the reform and opening up,China has accumulated rich experience in building civic morality,focusing on the various organic unity such as adapting to the requirements of social development and respecting the demands of civic values; the breadth and advancement of the moral requirements; the inheritance and innovation of moral core; moral education and social governance; infusion education and the actual practice. etc. While under the new historical conditions,civic morality building is in urgent need of enhancing civic understanding,innovating construction practice and strengthening theoretical study,then further improving the effectiveness of construction,effectively leading the social ideological trends,and achieving social cohesion and consensus.
