对我国农业现代化发展道路的探析——基于新型农业合作社的现实困境

A Study of the Development Path of Domestic Agricultural Modernization on the Basis of Neo- agricultural Cooperatives Dilemmas

构建与发展新型农业合作社,是推动我国农业现代化发展的关键。依据当前我国基本国情和社会发展阶段,农业现代化应树立政府和农户双向良性互动、适度经营规模的可持续发展新思维,大力发展农业现代化新载体"新型农业合作社"。新型农业合作社面临着社会主义初级阶段的主要矛盾、不完善的市场经济体制和不健全的制度环境等外部困境,以及合作社组织内部成员结构多元化、要素配置不合理等内部困境。因此,需要完善和健全土地、金融等相关制度环境,在保持合作社基本属性不变的前提下,优化合作社成员之间的合作机制和内部管理机制,促进新型农业合作社的可持续发展。

The key of promoting domestic agricultural modernization lies in construct and develop neo- agricultural cooperatives. On the basis of contemporary fundamental national conditions and social development stage, agricultural modernization should be oriented towards new thoughts of promoting the mutual interaction between government and farmers, of appropriate scale for agricultural operation in a sustainable way, of developing neo-agricultural cooperatives as the vehicle of agricultural modernization. Developing the neo- cooperatives at present are confronted with following dilemmas. The external dilemma refers to the major conflicts at the primary stage of socialism, imperfect market economy system and less sound institutional environment, while the internal dilemma involves the diversified staff structure of cooperatives, unreasonable distribution of production factors and etc. Accordingly, we should keep the nature of cooperatives unchanged, improve the institutional environment for land and finance,optimize the cooperation and management mechanism among the members of cooperatives, and facilitate the sustainable development neo-agricultural cooperatives.
