城市低保标准的评价与重构--以武汉市为例

Evaluation and re-constructing of urban minimum living security:taking Wuhan City for example

鉴于目前各地低保标准计算方法不一,相关部门无所适从的现状,设立了可操作性强、数据易取性强的指标,对几种经典的低保标准计算方法进行了分析和反思。在综合了几种经典低保标准计算方法优缺点的基础上,从相关部门的应用需求出发,重构了低保标准的计算方法,并以武汉市为例对该方法进行了验证。结果显示,该方法能够更科学地计算与确定低保家庭的低保标准。

The minimum living standards of different cities are different,and the relative department can not adopt them.Accordingly,this essay constructs indexes which are easy to cooperate and to get data for and uses them to analyzes several classical minimum living standard calculation methods.Based on the analysis to the advantages and disadvantages of several classical minimum living standard calculation methods,this essay re-constructs minimum living standard calculation methods for the demand of relative department.Taking Wuhan City for example,this essay tests this method and the result shows that the method can more scientifically calculate and figure out the minimum living standard.
