摘要
高校科技园为产学研耦合提供了平台,科技园内的企业只有通过协同创新和聚合整合,才能够让科技园发挥应有的作用。协同创新就是要使相互独立的部分进行整合,这不但需要提升科研成果质量,还需要政府进行制度创新,为科技园的发展营造更加适宜的制度环境。影响科技园发展的区位条件、融资环境、合作模式以及服务质量等都能够在协同创新的质量上得到表现。目前科技园在发展中表现出的问题主要有:行政味道浓、创新能力弱、认识有偏差、文化氛围淡。为了解决这些问题就需要政府推出差异化的制度设计,促进科技园内资源整合力度,强化科技园的聚集力、创新力和辐射力。
University science park( UCP) provides a platform for the integration among producing,studying,and researching,the enterprises in UCP only through collaborative innovation and aggregation integration,can let UCP play a proper role. Collaborative innovation is to make independent parts integrate together,and achieve the purpose which cannot be achieved in the original condition. In order to achieve this target,it is necessary not only that scientific research achievements must be improved but also that government must carry out the system innovation,so as to create a more suitable system environment for the development of UCP. Many things such as geographical conditions,financing environment,cooperation mode and service quality can all affect the development of UCP. Now the main problems during the UCP development include: administrative taste being stronger,innovation ability being weaker,understanding being deviated, culture atmosphere being light. In order to solve these problems, government should launch differentiation system design,to promote the integration of UCP resources,strengthening UCP's agglomeration ability,integration ability and radiation ability.
