摘要 房地产行业属于垄断竞争行业,但是我国的房地产行业具有很高的垄断性,据此放宽相关条件,可以按照垄断模型来研究房地产行业。文章基于垄断模型中的成本加成定价模型对房地产价格居高不下的原因进行了研究,报告了土地出让金过高导致房地产行业成本过高的现状,通过采用土地出让金数据横向和纵向对比的方法,展开土地出让金对房价的影响以及土地出让金现状的调查,反映了土地出让金制度产生的一系列问题,探究出房地产价格过高的主要原因是土地出让金过高。研究还提出了相应的政策建议:消除分税制的不平等、将土地出让金的收支明细透明化、明确土地出让金的用途、完善财权制度和官员的考核制度,以期实现解决土地出让金过高的现状、抑制商品房价格过高的目的。 The real estate industry belongs to the monopoly competition industry, but real estate industry in China has a highdegree of monopoly. To relax the relevant conditions, we can study the real estate industry in accordance with the monopoly model.Based on the analysis of cost-plus pricing model of the monopoly, the reason of real estate prices have been high, with the status ofhigh land transfer costs, which lead to the high cost of the real estate industry. By method of horizontal comparison and verticalcomparison of land -transferring fees data, the impact and status of land -transferring fees on housing prices are investigated, and aseries of problems in the land-transferring fees system are shown, with drawing a basic conclusion of high real estate prices, which aremainly due to excessive land-transferring fees. Some policy suggestions are provided, including eliminating the inequality of system oftax distribution, making the Income and Expenditure Details of land-transferring fees, which become transparent, making the purposeof land-transferring fees explicit, improving and perfecting the property rights system and the officials' assessment system, in order tosolve the status of high land-transferring fees and restrain high commercial housing prices.
