广州商事登记制度的改革与深化

The Reform and Deepening of the Commercial Registration System in Guangzhou

广州市是全国首个实施商事登记制度改革的国家中心城市,改革的内容主要涉及注册资本改革等七大项。此次改革对于释放市场活力、强化简政放权、建立信息共享机制、拓宽政府服务渠道和扩大公众参与监督等成效明显,但还存在诸如监管的长效机制尚未建立等问题。针对改革实施中存在的问题,建议有关部门转变监管理念、采取建立联合惩戒机制、促进商事登记数据的共享与应用等措施。

Guangzhou is the first implementation of the reform of commercial registration system of the national center of the city, the main contents involves seven main items. The effect of the reform is obvious, such as the releasing market vitality, strengthening the streamlining administration and delegating power establishing information sharing mechanism, broadening service channels and expanding public participation in government supervision. But there are still some problems, such as long term mechanism of supervision has not been established. In order to solve the problems, the paper suggests ： the relevant departments change the supervision misconception, establishing of a joint disciplinary mechanism,promoting sharing and application of commercial registration data, and so on.
