摘要 国际工程中的突发事件有随机性、不确定性及巨大的破坏性,在EPC总承包模式下,很可能给EPC总承包商造成严重的经济损失。而对于国际工程项目突发事件的研究多为被动控制,有针对性的主动控制突发事件的风险研究尚且较少,本文主要研究EPC总承包模式下基于无缺陷管理的组织构建,利用Text Rank算法,借助《对外投资合作国别(地区)指南》、世界银行数据库中的信息,利用关键词提取技术,对突发事件进行预测,利用LEC法进行风险评价,再构建应急组织,制定应急预案。 The emergent events in international engineering are stochastic, uncertain and devastating. Under EPC general contracting mode, the emergent events are likely to cause serious economic loss to EPC general contractor. The researches on emergent events in international project are mostly passive control. There are few researches on targeted active control of emergent events risk. This paper mainly studies the organization construction based on the no-defect management in the EPC general contracting mode, using the Text Rank algorithm, with the help of Guidelines for Foreign Investment Country / Territory Cooperation, information in the World Bank database and keyword extraction technology, to predict emergencies. LEC method is used for risk assessment, and then emergency organization is built,contingency plans are developed.
