摘要
当前国际政治环境下,我国东海及南海领海安全面临着诸多外部挑战,对我国空防及海防预警探测网提出了更高的技战术要求。系留气球作为一款滞空时间长,耐候性强,部署灵活,造价和维护费用低廉等特点的浮空飞行器,可搭载雷达担负低空、超低空飞行目标和海面舰船的预警监视任务,加强重点地区低空和超低空预警监视能力,可在日常难以部署或不需要长期部署预警探测装备的地域快速构建低空、超低空预警探测网。系留气球系统结构较为复杂,制造工艺繁多,因此在方案设计、工程研制及定型试验过程中均存在诸多风险源,本文主要研究系留气球全寿命周期中项目风险管理的流程及实施,以便为系留气球研制试验顺利开展奠定基础。
Under the current international political environment, the security of the territorial sea in the East China Sea and the South China Sea is facing many external challenges, which puts forward a higher technical and tactical requirement for China's air defense and coastal defense early-warning detection networks. The tethered balloon as a long-floating, strongly weathering, flexible deployment, low cost and maintenance fee floating aircraft, can carry radar and complete low-altitude, super low altitude flight targets and surface ships early warning surveillance tasks, so as to strengthen the low-altitude, super low altitude early warning surveillance capability in key areas. It can construct low-altitude, super low altitude early warning detection network fast in the areas where it is difficult to deploy early warning detection equipment or does not need long-term deployment of early warning detection equipment. The structure of tethered balloon system structure is complicated with complicated manufacturing process. Therefore, there are many risk sources in the process of design,engineering development and finalization. This paper mainly studies the process and implementation of project risk management in the life cycle of tethered balloon, so as to lay a foundation for the research and development of tethered balloon test.
